*Impulsa morena reformas para garantizar el bienestar animal*
La LXIII Legislatura, con mayoría morenista, aprobó este jueves de manera unánime un dictamen que reforma, adiciona y deroga diversas disposiciones de la Ley de Protección a los Animales para el Estado de Sinaloa, de la Ley Ambiental para el Desarrollo Sustentable del Estado de Sinaloa, y del Código Penal para el Estado de Sinaloa en materia de protección a los animales, para garantizar el bienestar y los derechos de los animales.
Luego de que grupos activistas en pro de los derechos de los animales se manifestaron desde el miércoles por la tarde en las afueras del Congreso, en contra de la que consideraban una ley para la creación de centros antirrábicos en Sinaloa, una comisión de legisladores encabezados por la presidenta de la Junta de Coordinación Política Graciela Domínguez Nava, la presidenta de la Mesa Directiva Roxana Rubio, y el presidente de la Comisión de Puntos Constitucionales Horacio Lora Oliva, entre otros, atendió a los activistas para aclarar los detalles del paquete de reformas que se sometería a votación, y se acordaron modificaciones a través de una reserva para establecer de manera clara en la ley que los centros de salud y bienestar animal no serán centros de sacrificio.
El dictamen, conformado a raíz de 11 iniciativas presentadas entre las que se cuenta una del Grupo Parlamentario de morena, establece que en la Ley de Ingresos y Presupuestos de Egresos; se deberá destinar presupuesto público a la protección, salud y bienestar animal, se prohíbe el sacrificio como método para controlar la sobrepoblación de animales en situación de calle, y se mandata la creación de padrones de asociaciones protectoras de animales y centros dedicados al cuidado y la salud animal, para vigilar su correcta actuación y promover su participación en la instrumentación de políticas públicas en la materia.
A través de esta disposición legal, se genera una cultura cívica de protección, responsabilidad y trato digno a los animales, se establecen los criterios mediante los cuales se define a una persona como propietario, poseedor o encargado de un animal y se norma lo relativo al abandono animal, incluyendo las sanciones.
Se prohíben también en la Ley, los actos de zoofilia, espectáculos de tauromaquia y peleas de perros, y se promueve la adopción de animales y campañas de esterilización.
“Se mantiene en la legislación la operación de los Centros de Salud y Bienestar Animal, que no funcionarán más como centros antirrábicos o como mataderos, donde se controla la sobrepoblación de animales en situación de calle. A partir de esta reforma, que establece regulaciones precisas, prohibiciones, infracciones y penas de cárcel, garantiza que funcionen como verdaderos Centros de Salud y de Bienestar Animal”, consideró en su participación en favor del dictamen la diputada morenista Francisca Abelló.
“No tengan la menor duda de que estamos legislando para el bienestar de las y los sinaloenses; para que todos los seres vivos tengan un trato digno y un espacio adecuado para vivir; para que todas y todos, tengamos un medio ambiente sano para nuestro desarrollo y nuestro bienestar”,
añadió la legisladora morenista.
Alma Rosa Garzón, promovente de una de las iniciativas e integrante del Grupo Parlamentario de morena, participó también a favor del dictamen, y lamentó en su discurso los incidentes de violencia que se han presentado de manera recurrente en contra de animales en Sinaloa.
“Lo mismo nos enteramos de un perrito atravesado por una flecha, u otro cruelmente violado con un tubo,o un vídeo donde otro es atropellado intencionalmente por su propio dueño, o los 30 o 50 que fueron envenenados en Los Mochis. Ese es el mundo que viven los animales en Sinaloa”, lamentó la morenista.
“Es un hecho de relevancia histórica en Sinaloa en materia de protección animal, no solo porque en el estado estábamos con muchos vacíos legales, si no que el cuerpo normativo que hoy aprobamos es integral debido a que obedece a los diferentes intereses de la sociedad civil y del estado que quieren construir un mundo mejor para la vida animal”, celebró la legisladora.
“Ahora por ley, se obliga al estado a través de la secretaria de desarrollo sustentable a atender esta problemática. Cuando digo obliga, es obligar de manera real, no simulada, no como se acostumbraba en pasadas legislaturas, crear leyes, pero sin recursos. Con esta reforma se plantea crear Fondo para la Protección de los Animales”, añadió para concluir.
Horacio Lora Oliva, integrante también del Grupo Parlamentario de morena, consideró que estas reformas, derogaciones y adiciones, atienden desde una perspectiva progresista la necesidad de fortalecer la diversa legislación con el ánimo de otorgar mayor certeza a la protección de los animales.
“Se amplía sustancialmente el capítulo de maltrato y crueldad animal ya previsto en el Código Penal, para además del caso de los animales domésticos, incorporar el castigo a quien dolosamente cometa actos de maltrato o crueldad en contra de cualquier animal silvestre o feral, con la necesaria modificación para el último caso, de la Ley de Protección a los Animales para identificarlo como el animal doméstico que queda fuera del control del ser humano al establecerse en el hábitat natural de la vida silvestre”, explicó Horacio Lora Oliva.
También participó en la discusión el morenista Pedro Alonso Villegas Lobo, quién celebró las reformas a la ley, destacando la prohibición de la tauromaquia en Sinaloa.

Through this legal provision, generates a culture of protection, responsibility and dignity of animals, sets out the criteria by which a person is defined as owner, holder or responsible for an animal and rules concerning the animal abandonment including sanctions.
The Act also prohibits zophilia acts, bullfighting shows and dog fights, and promotes the adoption of animals and sterilization campaigns.

Alma Rosa Garzón, promoted by one of the initiatives and member of the parliamentary group of brunette, also participated in the opinion, and regretted in her speech the incidents of violence that have been filed against animals in Sinaloa.

It is a historic fact in Sinaloa in the matter of animal welfare, not just because in the state we were with many legal gaps, but the normative body we approved today is integral because it obeys the different interests of civil society and of the state that they want to build a better world for animal life ", the lawmaker celebrated.

Horacio Lora Oliva, also a member of the Parliamentary Group of Brunette, considered that these reforms, derogations and additions, addressed from a progressive perspective the need to strengthen the diverse legislation in order to give greater certainty to animal welfare.
′′ The chapter on animal abuse and cruelty already provided for in the Penal Code is substantially expanded, in addition to the case of domestic animals, to incorporate the punishment to anyone who commits acts of abuse or cruelty against any wild or feral animal, with the necessary amendment to the last case, of the Animal Protection Act to identify it as the domestic animal left out of human control when settling in the natural habitat of wildlife ", explained Horace Lora Oliva.
The morenist Pedro Alonso Villegas Lobo participated in the discussion, who celebrated reforms to the law, highlighting the ban on bullfighting in Sinaloa.
