*Promueve morena institucionalización del Parlamento Abierto en el Congreso*
El Congreso del Estado de Sinaloa aprobó este viernes un diversas reformas al artículo 22 de la Constitución Política del Estado de Sinaloa, para darle al Congreso el carácter de Parlamento Abierto, para mantenerse a la vanguardia en la atención de las demandas ciudadanas y alcanzar una más eficaz rendición de cuentas.
La diputada Cecilia Covarrubias, integrante del Grupo Parlamentario de morena y Presidenta de la Comisión de Transparencia, Anticorrupción y Participación Ciudadana; participó en la discusión a favor del dictamen y consideró que resulta obligada la creación mecanismos para una efectiva participación ciudadana y hacer uso de las tecnologías en apoyo a la construcción de una nueva relación social e institucional, que den como resultado un parlamento receptivo y efectivo en favor de la gente.
“Se trata de un mecanismo que exige escuchar a la ciudadanía, respecto a las decisiones que deben ser tomadas en el Congreso, pero que va más allá, ya que nos obliga a una nueva forma de interacción con la ciudadanía y sus representantes, porque se trata de generar espacios en los que la sociedad no solo se informa sobre las decisiones que se toman, sino también se involucra en la emisión de las leyes y su consecuente aplicación”, explicó la morenista.
Cecilia Covarrubias observó que la institución del Parlamento abierto representa un amplio marco de referencia, que debe conduce a cambios institucionales, estructurales, normativos, presupuestales y de prácticas para garantizar la transparencia, asegura mecanismos que permiten la adecuada rendición de cuentas, garantiza la participación de la ciudadanía en el proceso legislativo y obliga al Congreso del Estado a conducirse con parámetros éticos y con probidad.
“Esta reforma en materia de Parlamento Abierto vendrá a transformar la relación entre representantes y representados, permitiendo el fortalecimiento de las prácticas parlamentarias de este Congreso como instancia de participación abierta a toda la sociedad sinaloense”, concluyó la legisladora morenista.
Jesús Monreal Cázares, también integrante del Grupo Parlamentario de morena, participó también a favor del dictamen en la discusión, destacando que estas ideas responden no solo a la convicción de la presente Legislatura sino también a las peticiones de la sociedad civil organizada de promover los principios de Parlamento Abierto en los cuerpos legislativos, lo cual implica realizar compromisos puntuales para garantizar la transparencia, la participación ciudadana y la rendición de cuentas de la labor legislativa.
“Aún y cuando este Congreso ha realizado cambios institucionales para lograr una mejor transparencia y participación, es importante incorporar en la legislación que rige la actividad de este Poder Legislativo los mecanismos que garanticen a la sociedad su participación en la actividad parlamentaria, a fin de constituir un verdadero Parlamento Abierto” aportó el morenista.
“Con esta reforma al artículo 22, garantizamos una nueva forma de legislar, adaptándola a las mejores experiencias y democratizando a profundidad nuestra tarea con el concurso de todos los que creemos en las instituciones, pero todavía más, de quienes creemos en las instituciones que creen en los ciudadanos”, concluyó Jesús Monreal.
